Training & Capacity Building of Non-State Actor Platforms in Somalia

Background

Saferworld is an international non-governmental organisation working to prevent violent conflict and help build safer lives. It is based in the UK with programmes in Europe, Africa and Asia. Saferworld promotes the development of policies to help ensure that international actors support peacebuilding in conflict-affected states. Saferworld’s programme in Somalia and Somaliland, with the support of the European Commission, has led a process designed to establish legitimate and representative NSA structures that are able to engage in policy dialogue which culminated in the formal establishment of NSA platforms in the three Somali regions. Saferworld, therefore, wishes to commission a consultancy firm that will conduct a comprehensive capacity building programme for the Non-State Actor Platforms in Somalia.

 Task

To conduct a capacity & training needs assessment, as well as develop, deliver & evaluate training programmes tailored to the needs of the NSA platforms. In addition, the consultants will prepare a report as well as provide advice to Saferworld and the NSA platforms in developing a cascade training programme.

 Key Outputs

• Conduct a comprehensive training needs assessment and training plan
• Develop curricula and training materials on context analysis, policy analysis & advocacy, fundraising & grant management, and specific themes identified by the NSA platforms
• Prepare a report that outlines evaluation of the training and recommendations for future capacity building sessions

Methodology

The consultants will undertake the trainings to be conducted centrally in Somalia. It is therefore expected that the training team will be willing to travel to Somalia (security permitting) as well as conduct a comprehensive training needs assessment ahead of the training.

Time-frame

This consultancy includes a minimum of 27 days of training delivery in addition to days required for preparation and follow-up. Interested applicants should provide an estimation of the additional days required.
