In English translation for Waseerka Wasaaradaha means Cabinet Secretary and not prime minster as alleged by many

While speaking an event, Somali land president describe the official government designation for Hersi Hajji Ali as waseerka Wasaaradahawhich means in English Cabinet Secretary. The reason that made me to intervene this heated debate in Somali-land with regard to the above statement from the president, I have noticed plenty of people that considered or taken  waseerka Wasaaradahaas a prime minster, when the correct definition for that title in English is Cabinet Secretary.  As informed below, this designation is in use for various countries in the world and therefore, we should not confuse with this titles. In reality,  job description is important than the titles of the jobs. A job description explains the threshold, tasks, functions and responsibility for the official position of the person concerned.  A job description is usually developed by conducting a job analysis, which includes examining the tasks and sequences of tasks necessary to perform the job. Job descriptions may not be suitable for some senior managers as they should have the freedom to take the initiative and find fruitful new directions.

A Cabinet Secretary is usually a senior official (typically a civil servant) who provides services and advice to cabinet ministries as part of the Cabinet Office. In many countries, the position can have considerably wider functions and powers, including general responsibility for the entire civil service.The title of Cabinet Secretary may also be used as an alternative term for a politically appointed cabinet minster derived from secretary of state, which is the formal title of ministries. This is the title used in Djibouti Japan, Australia, UK, Kenya and many more countries. In United Kingdom, the Cabinet Secretary is the most senior civil servant, as he acts the senior policy adviser to the prime minster and cabinet as the Secretary to the cabinet. At present, it is occupied by Sir Jermy Heywood appointed in January in 2012. 

Sir Jeremy John Heywood has previously served twice as the principle private secretary to the prime as, as well as the Downing Street and the first only down street permanent secretary.  In American, it called the white House Chief of Staff, who is the highest ranking employee of the White House office inside the executive office of the US president and that title was created in 1946.  In Djibouti, I don’t know whether he is still in office, but Mr. Ismail Tani use to be the cabinet and I have his business card indicating that title.  In India the cabinet Secretary, is also the most civil servant in the government of India. The Cabinet Secretary is the official head of the Civil Services Board, the cabinet Secretary the Indian administration services and head of all civil services under the rules of business of the Government of India. The Cabinet Secretary is under the direct charge of the prime minster. In conclusion, it is recommended to investigate any issue prior criticizing.
