I am writing this article to enlighten and elucidate the fallacies in the proposed identity card law at the Somaliland Parliament. Let me be exact in which I say so as to preclude any possibility of miss-understanding and I am here putting forward my suggestion what I considered a vitally necessary. Law cannot  can be made simple, nor can it be made easy. however  it  is my strong conviction that law does  not have to be any more difficult than it already is. law are made for the  purpose of  remedying   in respond of political need. It is obvious that we badly need to have  identity card for all Somalilanders but the proposal  law at the parliament which is intended to substantiate the citizenship of  Somalilander  is  contradicting  the constitution of Somaliland.Article 4: Citizenship :  Any person who is a patrial of Somaliland being a descendant of a person residing in Somaliland on 26th June 1960 or earlier shall be recognised as a citizen of Somaliland. the constitution clearly states that  Somaliland citizenship  is by birth.  So it can not be a law, it  should be submitted as implementation policy to issue the card. Remember,even if it passed by Somaliland Parliament in coming sessions, it would not nullify article 4  because the Somaliland Constitution as I know is not open for amendment. Yes, it is a good to establish an identity card for all Somalilander and it is also  very important  as a nation to have Identity Card. Apart from that, it is also a moral boost to nationalism but the political approach of delivering on its attainability  is undemocratic and it is a proximate cause which  prohibits the government of  any  law or act that naturally and foreseeable leads to harm or create inequality among the members of the public. for example the proposal in the submitted  law of the  issuing card agents to be open on  a  limited time for the public to register  is  unfair and creates disparity among the  Somaliland  people. this section will  put a demerit  position  to the  Somalilander  residing across the adjacent borders. The  notion is to have identity card and issuing agent should be open in all time. law is needed to be reasonable, practical and to provide commutative  justice  which is gives to all persons what is due them and places everyone on an equal footing. I suggest theSomaliland Government to retreat the purposed law and submit it as a policy which is a combination of interrelated decisions designed to pursue and achieve specific objective. the policy will provide the government an opportunity  to establishing new department which has permanent  offices in all cross Somaliland districts
